Toronto saw a record number of shootings and gun homicides in 2018 and 2019. Firearm violence has spread across the Greater Toronto Area and remains a significant concern for Canadians in all major cities.

Gun violence has gotten worse due to increased access to illegal firearms. A significant amount of illegal guns in Canada used in criminal activity are smuggled across the border from the United States. According to Toronto Police Chief Mark Saunders, 80% of the firearms seized by police last year were smuggled from across the Canada-United States border. This is evident in other municipalities close to the border as well.

Community leaders, law enforcement officials, and other public safety stakeholders are concerned that dangerous criminals charged in shootings are often finding their way back on to the streets too quickly. These criminals are either posting bail after being charged or are being charged and only serving a short term in jail. Too often, these criminals are re-offending upon their release.

In order to address the prevalence of smuggled weapons and the rise in gun crime, MP Bob Saroya is proposing to raise the mandatory minimum sentence for criminals convicted for being in knowing possession of a smuggled firearm. MP Saroya is also proposing criminals charged with knowing possession of a smuggled firearm face reverse onus bail.
